The Civil Project Engineer role: The OPA are looking to recruit an experienced Civil Engineer to join their Minor New Works (MNW) project team to manage and support Civil Engineering activities with the team and delivered across the OFDs (Oil Fuel Depots) and other assets operated, maintained, or supported by the OPA. The role involves ensuring that all aspects of work are executed safely , on time and to budget/estimates and in full compliance with company standards and relevant legislation.
This newly created role will have responsibility for several Civil Engineering tasks and Projects within the various MNW Projects and/or Engineering works at any one time. The role entails overseeing and project managing professional contract engineers, consultant and construction companies who conduct engineering activities on behalf of the OPA.
There will be a need to build strong credible working relationships with all internal stakeholders and in particular HSEQ, other Engineering colleagues as well as with external stakeholders including our O&M Contractor, HSE, EA/SEPA and our MOD Sponsors.
Therefore, some regular travel with overnight stays will be required within our UK estate, and a full (preferably clean) driving licence is essential for this role. There may also be a requirement to travel overseas to represent the agency.
Civil Project Engineer Responsibilities;
* Be a key contributor to the improvement of project management systems, procedures, and workflows within the Minor New Works and wider Engineering team.
* Be responsible for all stages of the development and implementation of several Civil Engineering Projects within Engineering or the delivery of bespoke civil elements of multi discipline projects. This will include scope of works, project plans, specifications and cost estimates ensuring that all projects are delivered in line with company standards and relevant legislation.
* Interface with the OPA Civil Technical Authority to ensure project delivery is aligned to Civil Technical Authority requirements.
* Monitor progress, resource and expenditure of projects carried out by contractors to ensure compliance to the OPA strategic plan. This will include inspection and possible defect rectification of completed projects.
* Develop civil and full project scopes of works at concept, FEED and detailed design level.
* Develop budgets and forecasts for programme works.
* Develop scope of works based around third party inspection reports / data.
* Liaise with Operations and other stakeholders to define maintenance or operational windows.
* Conduct site inspection and feasibility studies to understand environmental, geotechnical, and logistical factors while assessing potential risks and challenges associated with project location.
* If required liaise with other members of the OPA Asset Technical Team on standards & codes.
* Identify and select suppliers in line with relevant legislation and Agency procedures.
* Working knowledge of COMAH, MOC, and CDM regulations.
* Previous experience of working within MAH environments.
* Previous experience of managing multiple site works.
* Manage documentation/data/records within document management systems.
* Support the Management of Change (MOC) process for the life cycle of the projects and other activities.
The candidate: You will need to be Degree qualified or HNC with relevant experience in Civil Engineering, preferably within a COMAH regulated industry/operation. Have extensive experience of leading and overseeing professional contract engineers, engaged in the delivery of complex Civil Engineering projects within demanding time quality and cost constraints, with a solid understanding of good project management principles.
A minimum of 5 years’ experience as a disciplined Civil Engineer, working with onsite Engineering Projects Teams and contractors, to ensure modifications to equipment or the construction of new assets within an industrial environment are fully executed safely and to the required standards.
A working knowledge of relevant legislation around Civil Engineering but also to include to MOC (Management of Change) COMAH and CDM, as well as knowledge of AutoCAD, Design ability and Microsoft Office Suite
