Job Title: Senior Engineer, HSE

Location: Basingstoke, UK

Worker Status: PAYE only

Contract Duration: Minimum 12 months


Role Overview

A Safety-focused Senior Engineer, HSE is required to join the team in Basingstoke, UK. The role is critical in ensuring the safe execution of projects, maintaining compliance with UK legislation, and embedding best-in-class HSE practices across all stages of design and project delivery.

Main Responsibilities

The Senior Engineer, HSE will be responsible for, but not limited to:

  • Production of project safety deliverables, including HSE Plans, HSE Philosophy, Terms of Reference (ToR) for safety workshops, and Scopes of Work (SoWs).
  • Organising and attending safety workshops (ENVID, SIMOPS).
  • Participating in safety workshops (HAZID, HAZOP, SIL).
  • Liaising with clients and external stakeholders on HSE matters.
  • Providing HSE guidance and support to project teams.
  • Conducting HSE reviews of multidisciplinary documentation.
  • Evaluating tenderer documentation; preparing, discussing, and closing clarifications; preparing HSE scores and technical bid evaluation reports.
  • Oversight of specialist contractors to ensure compliance with project deadlines, deliverables, and quality standards.
  • Acting as part of the Safety and Environment team across multiple projects, and potentially as the Project Discipline Leader on individual assignments.
  • Advising projects on regulatory compliance, including ALARP demonstration.


Candidate Qualifications, Experience and Skills

Essential:

  • Strong experience with UK HSE legislation.
  • Demonstrated ability in ALARP demonstration.
  • Experience in the procurement phase of projects (technical bid evaluation, clarifications).
  • Previous working experience in oil and gas / energy design projects.
  • Ability to work independently as well as collaboratively within teams, producing high-quality deliverables on schedule.
  • Proficiency with Microsoft Office tools.
  • Solid experience in safety workshops: HAZID, HAZOP, SIL, ALARP, SIMOPS.
  • Strong experience in stakeholder engagement.
  • Broad project experience within HSE disciplines.


Desirable:

  • Knowledge of UK legislation and permitting processes.
  • Development of EBS Scopes of Work (SoW).
  • A relevant degree such as BSc in Chemical Engineering or Process Safety.
