Overview
Cost Engineer- Central Belt- Energy & Natural Resources at Turner & Townsend. This role sits within our growing North West Energy & Natural Resources division and involves contributing to cost engineering activities for projects of varying size and complexity. Candidates will be required to be present in the client office in Warrington for 3 days per week.
Responsibilities
- Develop project cost control data structures to accurately track and control actual costs
- Map and integrate cost estimates to the Work Breakdown Structure to set the project budget against the correct Work Packages, Planning Packages and Control Accounts
- Establish and maintain the project control budget aligned with baselines
- Track actual costs for internal and external expenditure against cost control structures
- Monitor project accruals and commitments against budget constraints
- Adhere to NEC or FIDIC contract processes for cost data management, control and reporting
- Build project forecasts including estimate to complete (ETC) and estimate at completion (EAC)
- Provide accurate and timely reporting of all project information, including Earned Value Management
- Track contingency and exposure from risk events and remaining risks
- Track change control to ensure alignment with baselines and control data structures
- Identify key project trends to inform future change controls
- Support the change process with cost information to underpin forecasts
- Collaborate with the project team to set out cost capture requirements, including work orders, requisitions, PO alignment with work orders, and subcontract data for cost monitoring
- Monitor contingency needs and liaise with the Project Team regarding contingency management
- Quantify cost implications of emergent/additional work and document as requested (e.g., change control documentation)
Qualifications
- Professional Project Controls experience specialising in Cost Engineering/Control across one or more sectors over the full project lifecycle; nuclear experience is desirable but not required
- Excellent Excel skills; familiar with cost management systems and interfaces to ERP systems such as SAP and Oracle
- Experience in applying cost engineering procedures and establishing project cost procedures and standards
- Will be able to obtain BPSS level security clearance
- Member of a relevant professional body (e.g., Association for Project Management, Project Management Institute)
- Knowledge of different cost performance reporting and forecasting techniques
- Strong verbal and written communication, research and analytical skills, and stakeholder management
- Experience of working within a Project Controls team and an interest in the nuclear sector
