OverviewCost Engineer- Central Belt- Energy & Natural Resources at Turner & Townsend. This role sits within our growing North West Energy & Natural Resources division and involves contributing to cost engineering activities for projects of varying size and complexity. Candidates will be required to be present in the client office in Warrington for 3 days per week.ResponsibilitiesDevelop project cost control data structures to accurately track and control actual costsMap and integrate cost estimates to the Work Breakdown Structure to set the project budget against the correct Work Packages, Planning Packages and Control AccountsEstablish and maintain the project control budget aligned with baselinesTrack actual costs for internal and external expenditure against cost control structuresMonitor project accruals and commitments against budget constraintsAdhere to NEC or FIDIC contract processes for cost data management, control and reportingBuild project forecasts including estimate to complete (ETC) and estimate at completion (EAC)Provide accurate and timely reporting of all project information, including Earned Value ManagementTrack contingency and exposure from risk events and remaining risksTrack change control to ensure alignment with baselines and control data structuresIdentify key project trends to inform future change controlsSupport the change process with cost information to underpin forecastsCollaborate with the project team to set out cost capture requirements, including work orders, requisitions, PO alignment with work orders, and subcontract data for cost monitoringMonitor contingency needs and liaise with the Project Team regarding contingency managementQuantify cost implications of emergent/additional work and document as requested (e.g., change control documentation)QualificationsProfessional Project Controls experience specialising in Cost Engineering/Control across one or more sectors over the full project lifecycle; nuclear experience is desirable but not requiredExcellent Excel skills; familiar with cost management systems and interfaces to ERP systems such as SAP and OracleExperience in applying cost engineering procedures and establishing project cost procedures and standardsWill be able to obtain BPSS level security clearanceMember of a relevant professional body (e.g., Association for Project Management, Project Management Institute)Knowledge of different cost performance reporting and forecasting techniquesStrong verbal and written communication, research and analytical skills, and stakeholder managementExperience of working within a Project Controls team and an interest in the nuclear sectorAdditional InformationTurner & Townsend is an equal opportunity employer.
