We are looking for a highly skilled Cost Engineer with 8-15 years of experience to join our project team. In this role, you will be instrumental in delivering accurate, data-driven cost estimates and project controls support across a diverse portfolio of capital projects. From early concept through execution, your insights will shape project planning, budgeting, and delivery strategies.
\n
This is a temporary on-going contract working fully on-site in Fife. You will also be required to do a drug and alcohol test and DBS checks will be required.

Key Responsibilities & Accountability's:

\n \n Cost Estimation & Optimisation
\n
\n Develop detailed cost estimates across all project phases: concept, feasibility, and execution. \n
Analyse project scope and specifications to identify cost-effective solutions. \n
Drive cost optimisation and value engineering initiatives. \n
\n
\n
Cost Control & Reporting
\n
\n Prepare and present cost reports, forecasts, and variance analyses to project team and leadership. \n
Monitor project budgets and track actuals against baselines, flagging deviations. \n
\n
\n
Project Controls & Scheduling
\n
\n Collaborate with planning teams to align cost estimates with project schedules and milestones. \n
Integrate cost data into project controls systems and tools. \n
\n
\n
Risk Management & Bench-marking
\n
\n Conduct cost risk assessments and develop mitigation strategies. \n
Benchmark project costs against industry standards to ensure competitiveness. \n
\n
\n
Procurement & Vendor Support
\n
\n Support procurement by evaluating vendor proposals and providing cost insights. \n
Assist in contract evaluations to ensure alignment with budget expectations. \n
\n
\n
Data & Systems Management
\n
\n Maintain and enhance cost databases and estimation tools. \n
Leverage data analytic to identify trends and improve forecasting accuracy. \n
\n
\n
Collaboration & Communication
\n
\n Engage with stakeholders across engineering, procurement, and finance to ensure alignment. \n
\n

About you
\n
Technical Qualifications
\n
\n 8-15 years of experience in cost engineering, preferably in the energy, oil & gas, or infrastructure sectors. \n
Proficiency in cost engineering tools (e.g., AspenTech, ACCE, SAP, Oracle, Excel). \n
Strong understanding of project controls, scheduling, and forecasting methodologies. \n

Analytical & Strategic Skills
\n
\n Advanced data analysis and financial modelling capabilities. \n
Experience in performance reporting, KPI tracking, and scenario planning. \n
Ability to identify cost-saving opportunities and drive implementation. \n
\n
\n
Soft Skills & Mobility
\n
\n Excellent communication and stakeholder engagement skills. \n
Strong organisational skills and attention to detail. \n
\n
Experience
\n
\n Experience supporting project organisations (not just shutdowns/turnarounds). \n
Proven track record on mega projects or complex capital programs. \n
Familiarity with industry standards and regulatory frameworks in the energy sector. \n
