CREST (Compliance and Risk Engineering Solutions Team) sits within Risk and Intelligence Service and is responsible for the management and development of Connect - HMRCs award-winning strategic data analytics, intelligence, and risking platform. Connect has been upgraded, resulting in an increase to 5,000 users, and around 360 data analysts.
Job description
This role has dual functionality with unique responsibilities:
As a Data Analyst you will have access to one of the biggest data platforms in UK government. This will enable you to lead on the exploration of a range of sophisticated data sets using a variety of analytical tools and techniques. Youll work with teams across HMRC, enabling you to be at the forefront of tax fraud, evasion, and avoidance. Your analysis will support frontline colleagues across HMRC to deliver our Compliance strategy.
You will need to have real passion for analysis, an innovative approach and be able to enhance analytical products to maximise revenue. Youll fully exploit new data and technology to ensure that a wide set of innovative opportunities are explored, evaluating options, impacts, risks, and solutions to provide clear problem definitions. This opportunity will give you the skills to help us identify and predict patterns of behaviour to understand emerging trends.
As a Test Engineer this role will enable you to become a Subject Matter Expert in the areas of Connect source data, data delivery pipeline and the risk assurance and QAQC standards. Youll create testing scripts and lead peers through testing periods, and support workstream leads on key deliverables in areas of risk involving macros, investigating and resolving coding issues, working with stakeholders to quality assure the fixes before deployment.
Youll be responsible for a range of complex analytical projects, ensuring each meets business and technical requirements, and quality standards. Developing a thorough understanding of the end-to-end process for Change and Data Delivery will provide background for your work.
Data Analysis
Using a variety of software to analyse and interpret data to come up with conclusions and recommendations.
Ensuring a set of innovative opportunities are explored; evaluating options, impacts, risks, and solutions to provide transparent problem definitions and encourage exploitation of data and technology.
Working with collaborators to identify and clarify the overall scope and requirements of the analytical work.
Identifying and sharing best practice and continuously reviewing our business processes, proactively using analysis to improve our insight and the products we provide.
Summarising and presenting data and conclusions in the most appropriate format for users
Test Engineering
Designing, building and testing data products based on feeds from multiple systems, using a range of different storage technologies, access methods or both.
Creating repeatable and reusable products.
Explain the concepts and principles of data modelling.
Produce, maintain and update relevant data models for an organisations specific needs.
Reverse-engineer data models from a live system.
Person specification
Strong organisational and project management skills are needed to manage conflicting demands and priorities, and youll have plenty of opportunity to showcase your communication skills, using a range of communication methods as you work with technical and non-technical colleagues across all grades.
Candidates will be expected to flex across different elements of work, and this could include providing support to our Data Delivery Service workstream and administrative" activities such as:
SharePoint Management.
Issues Log and Feedback Log Maintenance.
Preparation and Delivery of Presentations.
Management of Work "Kanban" Planners.
Creating and managing dashboards
A firm understanding of the importance of Data Security is essential to be able to contribute towards completion of:
Data Protection Impact Assessments (DPIA).
Record Of Processing Activities (ROPA).
Data Exchange Requests (DER).
You will be able to effectively communicate, collaborate and engage with a wide range of stakeholders, both internal and external.

Essential Criteria:
Your application must demonstrate:
Analysis and synthesis - You are able to use software to manipulate and analyse data, for example, using Excel or other software to merge, analyse and consolidate data using pivot tables, functions and charts.
Communication - You can demonstrate good verbal and written communication skills. You understand how to share insights with technical and non-technical audiences.
Data quality assurance, validation and linkage - You can identify appropriate ways to collect, collate and prepare data. You can decide if data is accurate and fit for purpose.
Logical and creative thinking - You can apply logic and creativity to approach a problem.
Experience using software packages and tools to analyse and manage data.
Excellent customer management, organisation, project management and prioritisation skills to lead and deal with conflicting demands.
You will also be proficient in using MS tools, in particular Excel, SharePoint, Teams and PowerPoint.
Desirable Criteria:
To succeed in this role, the following experience would be an advantage:
IT and mathematics - You can demonstrate IT and mathematical skills through relevant qualifications or work experience.
Analysis and synthesis - You have an understanding of, or experience of using, data modelling tools and techniques, and the ability to apply this knowledge when developing targeted solutions to deliver business benefits. (e.g., SPSS, SAS, SQL, R, PYTHON).
Data visualisation - You can use the most appropriate medium to visualise data to tell compelling stories that are relevant to business goals and can be acted upon.
An understanding of data provision acquired through legislative powers and commercially and an understanding of how data is handled and manipulated to meet both Government and Departmental data standards.
Proficiency in MS Tool Power BI.
Data Analyst Training Programme
A condition of employment is the completion of the Data Analyst Training Programme (DATP). You will need to meet the required standards (of the DATP) to remain on the programme and to be successful in moving from training to the Data Analyst role.
To help you achieve this, your journey through the DATP will be continually evaluated, by modular and work-based assessments, against the Profession framework. You will be supported not only by your manager, but also by our dedicated learning team and business-based coaches and mentors known as Practical Training Officers (PTOs). We also encourage participants to self-assess performance during the DATP and seek support where needed.
The DATP includes several multi-day courses. These courses take place in two specialist training suites, so you may be required to travel to our locations in Newcastle or Liverpool and stay for up to 4 days. HMRC will pay all travel and subsistence expenses.
