Job Description
You will work with a multidisciplinary team of user researchers, product managers, DevOps engineers, testers, business analysts and delivery managers to deliver better public services for communities. You will lead data conversations, aid planning, decision making and problem solving, and focus on data design, implementation, stakeholder engagement and training for technical and non-technical stakeholders. You will join a wider team of data architects and engineers, providing mentoring and setting the standard for technical excellence. The organisation supports flexible, collaborative ways of working.

Job Responsibilities
- Design, implement and maintain data systems that support the reform programme’s success.
- Collaborate with stakeholders across the organisation, including non-technical staff, senior leaders and external partners; communicate updates and gather input to inform approach.
- Tackle challenges with a combination of technical expertise and organisational insight to develop smart, effective solutions.
- Lead knowledge sharing and ensure smooth collaboration and training between internal teams and external partners as preparation for upcoming work.
Salary
Salary range for the Grade role is £36,396 - £39,424. New entrants to the Civil Service are expected to start at the minimum of the pay band. Internal rules apply for existing Civil Servants (level transfers or promotions). This role is being advertised at HEO Grade.
Working Hours
Standard working week is 37 hours; flexible working hours policy available.
Office Attendance
The role is contractually based at Temple Quay House, Bristol, which is undergoing refurbishment. Interim office space is in close proximity to Bristol Temple Meads railway station. We support hybrid working with a flexible approach to in-person attendance, as discussed with candidates if invited to interview.
Person Specification
We will assess your application against the Essential Criteria and Success Profile elements listed.
Essential Criteria
- Ability to write optimized and maintainable SQL and Python for data warehousing, integration and transformation.
- Practical experience of data engineering concepts, including modelling, orchestration and quality assurance.
- Demonstrable experience with relational database systems and using Azure Data Factory.
- Ability to diagnose and resolve data engineering issues, optimize data pipelines, and ensure high performance of data solutions.
- Understanding of data governance, data security and privacy requirements. Knowledge of GDPR and Data Protection Act.
Desirable
- DevOps and CI/CD: experience with DevOps practices, including version control, infrastructure-as-code and CI/CD processes. Knowledge of tools like Azure DevOps or similar for data engineering workflows.
- Agile Methodologies: experience with Scrum or Kanban; ability to work in an Agile environment and deliver iteratively.
- Understanding of metadata concepts.
