Major Capital Projects Engineer

OverviewReporting to the Head of Estates, you will be responsible for developing policies and strategies for the organisation, implementation and procurement of various Trust capital projects, together with providing expert specialist and professional construction and estates project advice to estates staff, directors, senior management and external agencies.You will play a major role in updating the Trust's Property Portfolio, ensuring records are accurate and up-to-date, including leases.You will manage a small team of multidisciplinary estates projects staff, in commissioning and project managing capital projects of the Trusts Capital Programme, improving the environment for patients and staff.You will provide a Capital Design Service and demonstrate a commitment to delivering an environment conducive to high quality healthcare for staff and patients.Job responsibilitiesManage and deliver all Capital Projects undertaken on Trust properties, reporting to the Head of Estates.Develop policies and strategies for the organisation, implementation and procurement of Trust capital projects; provide expert specialist and professional construction and estates project advice.Play a major role in updating the Trust's Property Portfolio; ensure records are accurate and up-to-date (including leases).Lead a small team of multidisciplinary estates projects staff in commissioning and project managing capital projects within the Trust's Capital Programme to improve the environment for patients and staff.Provide a Capital Design Service and demonstrate a commitment to delivering an environment conducive to high quality healthcare for staff and patients.Work with clinicians, partners, staff groups and patient forums as required; interpret client briefs, manage feasibility studies, and deliver large, intermediate and minor works contracts within budget and timescales as required.Collaborate on budget costs and forecasts for new schemes to be included in the Capital Programme and the Trust's Strategic Planning Programme for external NHS organisations.Maintain financial control of schemes within the value range and ensure compliance with Trust Financial Procedures, Standing Orders, Standing Financial Instructions and Contract Procedures.Qualifications and experienceEssential: Master’s Degree level qualification or a Degree in a recognised building or engineering discipline, plus significant post-qualification experience as a Senior Project Manager.Essential: Chartered membership of an appropriate professional body (or willingness to commit to this).Essential: Commitment to Continuing Professional Development.Desirable: Management qualification.ExperienceEssential: Significant experience in a senior project management role; experience managing multiple capital projects concurrently; experience leading projects for customer-focused clients and working with a wide range of agencies.Desirable: Experience of working for an NHS Trust; experience using the Capital Investment Manual.Knowledge and skillsEssential: Knowledge of strategic planning procedures relating to building and engineering works; good understanding of financial procedures and statutory regulations; knowledge of Health and Safety matters and Construction (Design and Management) Regulations.Desirable: Knowledge of NHS-specific design criteria and documentation.Essential: CAD user; computer literate.Desirable: Advanced CAD user.Additional informationDisclosure and Barring Service (DBS) check as part of safeguarding requirements.Certificate of Sponsorship: Applications from job seekers who require skilled worker sponsorship are welcome and will be considered alongside all other applications.Employer detailsLiverpool University Hospitals NHS Foundation TrustAintree University Hospital, Longmoor Lane, Liverpool, L9 7AL
