Principal Network Management Engineer

Salary: SMRA £58,816 - £71,412

We have a vacancy for a Principal Network Management Engineer reporting to the Head of Network Management. The role involves managing network activities and ensuring business continuity across the Highways, Parking, and Transportation sectors. The position requires making high-level decisions in support of the Head of Network Management, occasionally deputising for them, and managing a team of up to twelve staff.

This demanding management role requires broad skills in Network Management, Street Works, Road Safety, and Highway Engineering at a management level. Knowledge of relevant legislation such as the Road Traffic Regulation Act 1984, The Traffic Signs and General Directions 2016, The New Roads and Street Works Act 1991, and Highways Act 1980 is essential. The role also demands a good understanding of Emergency Planning and Business Continuity.

The successful candidate will work with internal and external stakeholders, leading on Temporary Traffic Regulation Orders, traffic management plans, and related approvals for events and construction projects. The role involves problem-solving, negotiations, legal document preparation, and court attendance when necessary.

This position requires collaboration with various council departments and external agencies. It involves office-based work with a hybrid model (up to 3 days in the office), and may include evening, weekend meetings, or events. The role also contributes to emergency response efforts, requiring flexibility and on-call availability.

We seek an experienced professional with a background in Highways and Sustainable Transport, excellent communication skills, and knowledge of emergency planning, business continuity, and event management. The candidate should be a proven leader with significant team management experience, adept at service delivery, resource management, and stakeholder engagement.

Essential qualifications include a Degree in Civil Engineering or at least 10 years of relevant experience in emergency services, Network/Traffic Management, or similar fields. A valid New Roads and Street Works Act Supervisors qualification and Lantra Awards Unit 12D (M7) are desirable, with training provided if needed.
